GMS contract guidance

From the BMA website:

The clinical and professional responsibility you have for your patients does not mean that you must provide services over and above those for which you are contracted, or that you cannot give reasonable notice to cease doing such additional services”.

One of the many roles of Gwent LMC is to ensure that general practice is not undertaking unfunded work from secondary care.

The expected communication standards between primary and secondary care were updated in April 2026. You can access the circular from Welsh Government here. It is well worth being familiar with it!

If, despite this, you find yourself being asked to do work that is in contravention of these standards you can decline it using these template letters, which can be copied and pasted into the correspondence section of your clinical system and be branded with your practice header and edited as required. 

If you are sending these letters back due to inappropriate requests then please also fill in the Workload Transfer Form. We do monitor these forms, and if recurrent themes emerge then we discuss them at our LMC meetings. We can then escalate them to the Health Board at our liaison meetings, or at our meetings with the Divisional Directors of the Health Boards. The form has the facility for you to attach a document, which can be useful as the Health Board will often ask us to provide evidence. However, PLEASE PLEASE PLEASE make sure all patient identifiable information is redacted before you send us anything.
